Philip Daniels tried using the sidewalk in front of the Lakes Artisan Centre on Feb. 18, but could not proceed because of all the ice and snow.
Daniels had to return and use the road instead. Drivers were slowing down when they saw him.
Daniels said the sidewalks in 亚洲天堂 Lake are hardly ever in good conditions in the winter.
